EDIUS 9.3 Requirements to create a proxy

Video FrameRate: 23.98, 24, 25, 29.97, 30, 50, 59.94, 60 (fps)
Audio SamplingRate: 48000, 44100, 32000 (Hz)
No Alpha 

If video clip don't meet the requirements, EDIUS 9.3 can't create a Proxy.
Additional, if you change the frame rate of high res clip your proxy file in the timeline could get offline.
